sadly my boi , ain't got PS cc . And there's no ABR file for me to actually try . I wish i would tho.
I'll post greyscale png's of what the brushes look like, so you can create an .abr yourself.
this last one is a bit problematic, because it has a built in flip x/y coordinates setting, which I can't turn off, so capturing the base texture is quite hard.

I'm pretty sure tool presets work in previous versions? And my PS decided to nigger it up and suddenly refuse to recognize pen pressure even though it works just fine in Clip Studio.

is right - didn't tool presets exist in older versions already?
to use these brushes you have to import them differently, you go to window > tool presets, and in the tool presets window you then use 'load tool presets' and select the .tlp file.

i dont know. the texture on the ratty brush is nice. but its mostly just canvas texture and less simulation of the actual brush. so i guess they are okay if you want that natural media look, but i think i'll stick to something more digital

I can't really paint comfortably with them, though. But they're fun.
