Just spend longer on it. Right now your shapes are not yet defined clearly and your colours and values are off. Once you fix that it will read better. I would also use a different brush and appraoch on each area. You need to paint the different materials in different ways, like maybe paint the buildings with hard squarish brushes with no texture and an opaque approach, then paint the foliage with a softer texture brush or something.
