Is it just me or is really fucking hard to draw a face from slightly below?
I rarely see artists doring this angle. Are they avoiding it on purpose?

yeah it's an uncommon beacuse we are used to see people in profile, straight on or something in between.
The human mind is able to sense upright faces, and is able to mentally rotate images across the picture plane, but rotating a 3-d object doesnt come as easily.
It's not like people look at each other from below in real life, is it?

Personally, I have difficulty connecting the chin to the neck in those kinds of angles.

Probably because the only way to achieve a sense of structure in this area is by applying shading. There are no contour lines.
