I don't have a scanner, only a shitty camera phone.
Are there any public ones I can use? Like at a library perhaps.
Not really sure if thats a thing, I know libraries have public printers and charge you per page.
Also why I need a scanner is because I have traditional drawings I want to make digital copies of.

When I once had only a laptop, I would go down to the local library to scan in my drawings and upload them to deviantart. It just depends how updated the library is.

Copy shops, some walgreens will do scans for you, libraries work.
You can also look into a hand-scanner (basically a scanner on a wand that you drag over the page) if money and space are a concern and you plan to do a lot of scanning in the future too.

Here's what i'm talking about in case it was unclear. You may/may not find one for cheaper.
Scanner is not necessary to digitalize traditional art. All you need is a good camera and good lighting. Even a smartphone camera can be good enough, eg the iphone one is pretty good, depends on your phone though.
Make sure you have the camera lens angled straight on to not distort it. Provide good full lighting. Hold camera steady or use a tripod to not make it blurry.
