So I noticed how awesome the Liquify and the Smudge/Smear tool are in CS6.
However, is it possible to get the same tools for SAI or any other art programs?

There is Liquify and Deform brushes in Krita.
And Smudge brushes as well.

i don't think anything else has liquify, but you are allowed to mainly use sai or whatever and just put it in photoshop for liquify. using more than one program is very common as everything else is better for drawing and photoshop is better for filters and editing and such like

Clip Studio has tools like this and it's better than Photoshop.

Sadly, no.
I've tried the liquify equivalent in any software there is, and objectively photoshop is on a league of its own.
Even PS CS5's liquify was already more precise and responsive than their 2017 competitors
