What's it called when an animation does this weird pulsey thingy?

No no no, you simply have to draw it that way. it's line boil, just don't draw the lines perfectly each frame.

In flash you could use an option to "smoothen" a drawing (because of the vector graphics) which caused an effect of boiling. Oneyng showed it in some of his older tutorials. But yeah, other than that i dont know any other tricks other than just drawing it like >>2947274 said
