Why are you concerned with the absolute value when your entire visual experience is prefaced on the fact that your eyes/brain work with relative value?
Isn't the question you should be asking: "what are the techniques I can use to make one value seem like another using context?" ?

hardly likely, it's an optical illusion one should be aware of for painting.
to single out values or colors (both relatively perceived to their surrounding), in digital you can just use the eyedropper and paint them seperately on a grey canvas, working analogously, you can cut a square or hole in a cardboard and put it on top of an image, so it masks out the surrounding values/colors.
it helps to plan an image ahead, like with a small value study, where you group them and determine where light and shadow is.

It's a shame more people don't understand that about color.
Think of the value of pure pure white, then look at those values and visually compare. You'll see the one on the left is just a light grey, slightly darker than pure white, and that the value on the right is an even more darker grey
