there are only a few wacom drivers that are good, the rest are all shit in many many different variations of ways. i've had this problem so many times until i realised which one worked for me.

I would have if I couldn't solve it today but I got it. It's a wacom intous draw, downloaded an old driver for it from 2015 (6.3.15-2) and that one got it working again.
