Even disregarding the low quality of the drawing and focusing on design fundamentals, it's a horrible mess. The mechanical subdivisions make no logical sense and do not evince a functional joint structure. While asymmetry is usually a good design choice it doesn't work in the case of the pupils. Rather she just looks like she has something stuck to her left eyeball.

Learn your fundamentals, look at the works of good designers (Syd Mead, Shoji Kawamori, etc) and try again.
