If I want to transition into an intuos, will I lose the ability to draw on traditional paper? I'm afraid that I'll learn digital only to not be able to get used to looking at the screen and drawing/ as opposed to drawing on the same surface

To learn to draw on a tablet is just the same as drawing on paper but your neck won't hurt like an old man's.
I didn't got worse at drawing on paper, it's just so much more comfortable to use an intuos that I can barely tolerate bending over the desk to draw on paper.

It doesn't actually matter because once you have a tablet you'll never draw traditional ever again, it's the art world we live in and frankly it's not half bad
Second of all no you won't. You might feel a little uneasy when you go to use traditional again because you can't undo but for the most part you'll be just fine, skills you learn in digital transfer over pretty easily

tl;dr: Pretty much no. But you'll want ctrl+z sometimes.
If you practice on both you should be fine. But then again I use a cintiq... so I'm practically drawing on paper. However, if you're using something like an intuos you'll go through a little learning curve when using it. It's a little weird at first, but you'll get over it. Once you get used to drawing digitally it will be just as easy as drawing on paper. Only thing I can really think of affecting you when it comes to drawing on paper, is wanting to ctrl+z.

I went to an intuos TO STOP drawing on paper and painting on canvas. When you reach a point that you want to start sharing what you made with the world, finding ways of getting it online can be a hassle. Photographs require an annoying setup to get decent detail and things that are small enough to scan usually requires touch ups in PS which is dishonestly representing thr physical work. Digital has made creating illustrations and sharing them easy, and cut down exponentially on material costs.
Should be noted I don't think anyone should learn fundamentals on digital though. There is something to be said about the crippling anxiety and depression that hits when you've worked 12 hours on something just for it to be ruined by not planning ahead enough and ruining the composition your piece. It really drills the "don't do that again" into your brain. That or learn digitally and stay away from undo.

That image doesn't look completed though, like a sketch instead.
For full drawings, line weight helps. Obviously not necessary if the drawing itself is very good, but it all depends on what you want to do.
