I've tried respect on an artist before and he procrastinated even longer, being nice doesn't work on most artists because they will take advantage of you and you will sit there and wait even longer just because you didn't use force. Ask for a refund and be gone.

If it has ACTUALLY been a while since you paid her and not something stupid like 2-3 days, then you have pretty good grounds for getting your money back. I'd say if it's been over a month, go for it.

If it's been over a month, he/she is not motivated to do it, so just message him/her telling her it's incredibly unprofessional/disrespectful to take on new work while still having not finished yours and that you will be getting your money back at this point whether they like it or not. Proceed to open Paypal case and get your money back (Hopefully you used Paypal or something with some buyer protection). Post images or whatever proving what you were promised in the case details and state how long you have been waiting. They almost always side with the buyer, so you should be fine because I can't think of anything the artist can pull out of their ass to prove they deserve the money.

If you're thinking of giving an ultimatum and still want to try to get the picture done, don't. Just get your money back. An ultimatum will probably just end up with the artist churning something out half-assedly to appease you. Hell, they might even make it shitty on purpose because they have some retarded "how dare they demand the work they paid me for!" mentality.
