It's totally concept art.
A quick image search tells me it was for Bloodborne.

A enviro artiest would kick these out pre production to help create the games setting.
A focus on giving a general idea of the color, mood, space and form of the area rather than polishing off.
Mot the roughness and the photo texture. These were kicked out quickly.
The artiest are amazing and use these techniques to great effect.

It's amazing how you can throw the name of any triple a game and the words 'concept art' into google and be meet with a landslide of art like this.

Have to remember though that this art was created with a purpose other than singularly being a work of art.

I get you point, and agree it's amazing, but I was rather thinking of a term to describe the style itself. Like the gloomy, dark, and extremely detailed cityscapes. Just the feel of it, it's spooky, but I really dig it. Reminds me pf dracula a lot (i assume that it fits bloodborne quite well). Just like a name for the style of environments in e.g. bloodborne, dracula etc. Seems to like it would fit into the time span of the 19th century to me
