So, lately I've been having trouble with eye placement. Can someone help me figure out how to place eyes on 3/4 views, downward views, difficult head poses,etc.

I'm not even memeing.
It becomes realy obvious and easy to do once you get a better grasp at thinking in 3d.
In the meantime there isn't much better to do than constructing the basic head shape, finding the guidlines for brows, eyes, nose, lips, (loomis or other method)
and getting the shapes right using reference

see the thing is with manga style eye placement is always rather flatened. It doesn't make sense in 3d entirely which is why alot of 3d anime games have to do work arounds to make it "look right"
