No, with digital you can sort of fake it with painting. To make a great painting, you need to master drawing though.

Some people are indeed more shape-based and prefer to massage blobs around rather than do tight line drawings. Brad Rigney for example doesn't like to work in lines. I don't think Craig Mullins does either.

Painting is drawing + color, drawing is mastering of value, proportion and edge.

Drawing its the base for most things, in fundamental level. this means drawing its usually the way we understand figures and composition, so drawing helps a lot to a painter and a sculptor, nonetheless, a good painter can be a good painter without being a good drawer, painting can be about color and gestures alone and be great without having to sustain on drawing skills.
