Well to start with the arms are way too thin and small. I would suggest learn foreshortening but maybe thats too advanced youd be better off going back to basics and learning how to draw a box in perspective. Also open that anatomy book

there is no dynamism
There is no shading or rendering, is plain and boring looking

Looks like you started drawing a head and then moved downwards drawing the rest of the body.

Fix your proportions and learn to plan first. Your final piece will never get better than the initial sketch.

Get a copy of "anatomy for sculptors" and learn to simplify the muscle groups if you want so badly to draw them, that torso is really fucked up.

Arms are still too skinny, Even woman have some muscles.
Elbows should be way lower, they are usually line before the belly button.
Those hands are still too small, open palms are the size of the face. Complete closed fists are a little smaller than half of the face.

Frankly, these are all terrible.
I think what most beginning artist lack is a bit of anatomy. Even if the drawing is cartoonish or abstract, a good drawing has consistency throughout the drawing.

was going to add shadow to show what's going on with the size and contrast but the line art needs a bit more work first and the arms are ok in this pose unless I change the fingers positions.

The main problem is that you seem to strugle understanding the flexing and folding of muscles.
Here is a trick to measure the fat and muscle of the arms and apply them to your drawing:
arms height are ALWAYS almost as big as your hand grip. If you try grabbing your arm with one hand it will likely only close around the grip of your other hand. Try imagining the hand grip in proportion of those goat arms. The most likely thing is that he would be able to close it. They are still too thin.
Those arms are not proportional to those hands, a healthy person shouldn't be able to grab the entire length of an arm.

You can't just keep re-editing different parts if the fundamental idea of your drawing sucks, that's what makes it look like a Frankenstein right now.
Start with a new sketch, and think about composition, dynamic posing and anatomy. Using reference for a pose is never a bad thing either
