Try /g/ or logical increments and build one. Pretty much anything short of a toaster can run one, so it's all a matter of a lot of ram to run photoshop and a graphics card that has display port.

Anything short of 2k/4k monitors don't need much in the way of graphics power, but if you do 3d rendering or video editing or something like that you might want a workstation GPU.

>workstation GPU
nah its just for photoshop/manga studio drawing and stuff.

It never hurts to bring it up. If you want to stream that's rather graphics and processor intensive as well. I've heard stories of people building gaming rigs and writing them off as a business expense, but you don't need much more than an i5 that's relatively future-proofed, a low-mid graphics card and as much ram as you can spare. Shit, I'm driving a 1440 display with an 8 year old thinkpad and 12 gigs of ram and it manages photoshop most of the time.

You spent a shitload of money on a Cintiq, why get a shitty computer for it?
Build your own. The minimum for a comfortable experience with Photoshop would be an i5, 8gb of RAM and an entry-level GPU. Do yourself a favor and buy an SSD as well.
