I need to make digital art and prefer to do the sketching with pen/paper.
Do I need a scanner or is a camera fine for this purpose?
Should I save my money and just upgrade my tablet? (Using a ~6 year old monoprice tablet, the aspect ratio is off so it's tough to sketch).

A camera will do the job, just make sure it's properly lit so you get a good image. It's crude, but it works.

If you don't care too much about scanning quality CamScanner is a free app for smartphones that works pretty well

It's big, has buttons, and is half the price of a medium bamboo. They hotkey mapping is a little basic, but it has double the lpi resolution and pressure sensitivity of the bamboo. You can't really do any better short of an intuos pro.
