Depends. If you work in-house then yes. If you work as freelance storyboarder and have to scan in hundreds of storyboard pages, then that can be pretty annoying and it's probably quicker to do it digitally. But either way, you sure as hell don't need any fancy special software for it.

Corel Painter and Clip Studio Paint are both better at painting than Photoshop unless you're absolutely dependant on liquify and layer effects. And not having those is not a failure of the software, that's a failure of yours.
