Who was the original artist behind this painting? This is probably not even the original piece.
Genzoman
I would chastise you for not using Google Image Search, but I just checked and it isn't exactly helpful...
It's a wood engraving by Gustave Doré.

what technique is that?

printmaking

He made autistically precise hatchings.
I don't really think the result is worth all that work desu. Using a regular pencil you can get pretty damn close to that with a fraction of the effort.

It was made for print purposes. you can't slather ink over a pencil drawing and expect to reproduce it hundreds of times
There was a great thread on /hr/ a few months ago where a guy was posting every single Dante's Inferno print by Doré along with the corresponding summarized (and modernized) text from the poem. I tried saving everything and putting all the text into a word document but the copy and pasting got so tedious I gave up. The guy posted hundreds of pages worth of text to go with the images.
It was amazing.

I assumed he's going for the look, not to make a million prints.

Met a fellow whose father had Doré signed copies of The Inferno and The Raven in his study. I have rarely known such envy.
