I can't even start a drawing when studying. Every head I do is either too big or too small. I can do pretty close facial features but it falls apart if its placed on a smaller head that it was intended to. How do you measure shapes for them to be 100% correct?

If it's wrong just erase it and correct it. There's no magic to it. You can also do a light underdrawing for the proportions then go over it darker with more specifics and accuracy.

bargue plates

Its messy but I wanted to keep relatively good proportions. Also I dont know how to capture the look of another person so i gave up on that

not just this, gotta do it sight-size, take your time and be fucking exacting. a proper bargue plate study is like 20-30 hours of work. Sounds insane, but I've done a few and now I can crank out pretty accurate portraits from a live sitter in about 20-30 mintues. I've done other study like construction and proportions, but the bargue plates + sight size + sight size cast drawings helped SO FUCKING MUCH. Casts are expensive af though, so just do bargues.
also, get in as much life drawing as you can. go to figure model sessions.
