Photoshop probably. The softwares that specifically try to emulate traditional brush strokes usually end up producing rather fake and artificial looking end results.
The best digital results that I've seen are usually done in photoshop where the artist emulates the media through his understanding of edge control and brushwork and doesn't rely on gimmicky brush engines. Obviously you'd want some decent custom brushes though.

Photoshop is the most powerful and versatile program, but to actually get it to closely mimic traditional media you need to have a lot of experience with it and know what you are doing.
Painter is probably your best bet. It is a better program than ArtRage and can mimic some things in traditional media fairly well without as much effort as Photoshop. They also often offer student discounts if you keep your eyes open, like when I was in high school I picked up Painter for I think $10.
One thing you can do if you are unsure is try out the free trial versions on different programs and see for yourself. Most have one month free I think.
