Oh no, this is not right. Contact Wacom support and be polite, but also strict. You're not doing anything wrong, it's them who are trying to scam you for over $2000. Wacom is a serious company that puts a lot of stress on their customer support, they can't afford to fuck up like this and they should know that.

Just ask about what happened to your order, so they have to tell you specifically what they intend to do. Then you can say something like
"So let me get this straight. I ordered a cintiq, filled all the details and sent your requested amount of money and then you just decided not to deliver it?"
Maybe look up the laws that cover this topic to be more prepared and try not to come up as an angry retard, but a legitimate customer asking for help - because that's exactly what you are.

I don't know how it is called in English, but there is a thing called 'reasonable suspicion' or something like that. If someone sells something for a fraction of its value, or if a bank gives you a lot of money by mistake, you, as the buyer / receiver are expected to understand -have reasonable suspicion- that an error has been made. The agreement has been made under false conditions and is therefore invalid. No agreement = no reason to compensate.
