I feel like I'm missing something, trying to draw stylized manga eyes like this and it comes out to shit. I know the construction and placement of features of the face, yet why is it so hard to draw these kinds of eyes/faces?

If you know the construction and placement of the features then you shouldn't have any issues really. My guess is that you aren't as good at those things as you think you are. You can post some of your own work for more specific feedback though because it's hard to say things without seeing it.

Also who did those pages? Reverse searching doesn't find it/
