Nah, he's only credited with "additional writing" for oblivion, and he's been heavily involved with morrowind's development, credited as "initial development", and "Concept Art and Writing & Quest Design".

I'm 100% sure he was the main reason the games used to be good.

He's not credited for Oblivion, but his wiki article says he worked on it. He also worked on Fallout 3.

And some 2 games called Nightcaster.
And something called Goblin Commander.
