Depends for what. I don't know of a decent (by /ic/'s standards) artist that will charge under $15-$20/ hour. You might find cheaper rates coming from third world country artists (lower cost of living, there's a guy in the Visual Novel scene that charges $5/hr for great backgrounds because he lives in some middle of nowhere country), but these are usually niche and hard to find.
A shitty sketch is not worth $40 (especially on a budget), but a decent artist might take two hours of work to produce a detailed sketch (some talented people are capable of producing tight sketches in less than that, but more talented artists also tend to charge more per hour). For two hours of work, you're unlikely to get
If you want cheaper, and lesser quality (but still passable) art, I'd recommend looking on deviantart. There's a lot of hobbyists there who charge lower rates while still being decent (including some pretty solid character art). If you head in there while limiting your expectations you might find something good.
You will not get any sort of decent environment/finished piece for $40, and if you want a good looking "finished piece" (a detailed environment, or multiple detailed characters, expect to be paying over $200 at the low end. (Those are really a matter of working for 2+ full days.)
