Streams don't focus on people's nationality or panders to a group of people, it just provides a service that is efficient and easy for people to use. Nico hasn't been updated in like 9 years, and still uses that horrible format for streaming. Not to mention you have to pay to even use it. I don't think it even has to pander to the japanese, they are just don't like anything different and are used to using Nico even though its shitty by comparison

Sure, but most of their audience is on nico, so that's where they'll stream. It doesn't matter if there are better streaming services, you go where the people are.

Also, where those sites' servers are matters. Your stream would be a lot slower if it had to send all of its data all the way across the Pacific and back. Twitch may have some infrastructure in Japan, but not to the degree they do here.
