Can you hold a pen? The ability to draw comes mostly from your brain not your motor skills (shaky lines may even add flavor). I've also seen a girl decently paint with feet.

proper drawing and painting form engages the entire arm and part of the back and core muscles desu. you might struggle with very fine detail but the broad movements should be accessible to you.
also look into those sticks you can brace against the drawing surface to steady your hands, idk what they're called but you can probably just use a thick dowel

A few years ago I impaled my drawing hand with a broken bottle,happily missing the important tendons nerves and arteries, but couldn't use it for a number of weeks. However,I was able to draw in a fashion using the line tool in PhotoShop, using a trackball mouse,pic related. With a trackball all you need move is your thumb along the ball and pushing buttons with the other fingers,so you will be able to draw in a fashion. The experiments I did with my off hand managed to be in my style,distinctly and diffinitively Mine.
You have hope yet. Just use patience and care.
Use a vector program. You'll still use your hands, but it won't require precise movement. Plus, any line or shape you make can be adjusted.

I'd recommend using a medium like paint, but if you really want to draw, draw on a large surface like newsprint to practice, and use the entire arm.

What the others are saying about large scale drawing is correct. It uses broader strokes that employ the arm and shoulder and don't require fine motor skill or wrist movement. In fact, I keep my wrist locked when drawing with my arm. So I think that practicing large scale drawing with a stick (graphite, compressed charcoal, vine charcoal, chalk) would be a good way to build skill. I like to do my large scale sketches on a roll of butcher paper with a two tone approach. Use the color of the paper as the medium value and pull out the darks and the lights. Focusing on shape and value first and placing line at a secondary will probably help you build skill and confidence.
