How did the artists make energy affects look all bright and glowy? I remember watching it back in the 90s trying to figure out how they made things shiny but never figured it out.
It's true, they looked so fucking boss
No anime in the last 20 years has done this effect

For 90's and 80's animation they either paint everything else in the scene to be darker, and either paint a bright spot, overlay a brighter spot over the animation, or shine a bright light thought the bottom animation cell. The technique disappeared once they switched to digital.
It's called "Bloom". The area of brightness around Goku bleeds over the edes of his body a bit to give the appearance of glow. Make a figure, mask the figure and add in the glow around them....increment the figures mask inward a few steps, then blend in the surrounding glow onto their body a bit. Done.
