I don't know anyone irl who draws, so when I go around carrying my sketchbook in front of people, I look like a weirdo. I'm not sure if it's because I draw or because I'm a silent autistic subhuman. Am I supposed to like act like a normie for a few months before drawing in the open? Is there anyway I can meet other artists even when I'm studying business in college?

Normies never get close to me. I pull out my sketchbook from my bag to draw, they look at me, and then turn their heads and carry on. One girl told me in a sort of annoyed voice, "Maybe you should draw guys". Sometimes I get normies that actually like my drawings and one even asked for a tumblr so far. But still, I'm always left out of conversations and generally ignored.
Which is why I'm not sure if it's because I draw or if I'm just a subhuman in general. I want artist friends because at least I could some how fit in.

Idk. I don't really care about having artist friends. It is just, a year ago, I met a Japanese girl who submitted artwork to pixiv and did cosplayed. And I lost her. And I don't know how to find another one. Some d/ic/k told me the best way is to just draw in your sketchbook a lot. But I draw in my sketchbook not for attention, but for dedication.

I know what you're thinking, "how's that going to help me draw my waifu though?" Drawing those things will help improve your construction and perspective abilities while also giving you something normal to show.

As soon as I read the OP I knew you were drawing manga. It's not that you're drawing in public that people find weird, it's that you're pulling out a sketchbook and drawing manga qts while in a conversational setting. People don't generally like the manga style, and it's taken as a sign that you're a huge nerd with weird interests. If you were in a cafe with friends and you picked up a sketchbook and started drawing the scene in front of you, coffee cups, tables, random people etc. that would more likely be seen as you just honing your skill as an artist, rather than you autistically drawing weird looking girls to satisfy your weird fetishes (in their eyes).

When I was at Uni for my CS degree, I met artists by going to an Art History class (without being authorized to be there, but the teacher never checked the students) and also by checking a comic-book which was published by students, since the authors were selling it themselves it was easy to introduce myself and talk.
Once you know a few people, it's easy to be introduced to others.

You should have all kind of stuff in your sketchbook, and don't hesitate to show it if someone asks. Drawing anime girl kinda defeats the point of being outside.
That being said, martial arts taught me the most important thing about anxiety: if she can't kill you, she's nothing but a barking Chihuaha. You can safely ignore her and absolutely fucking nothing will happen.
