I love the style of art in picrel and would like to learn more about that and make some progress, but can't really find any tutorials and don't know the name of this style.

Check out Richey Beckett also. He's probably my favourite of this style.. desu it looks like him who did the image in your post but I'm not sure.

It's totally art noveau. Look at The Sword's Gods of the Earth album cover. These are basically the same but cooler.
