Try looking into japanese animation/Cg magazines. Maybe there are some books on jp amazon.
Goto ANN search up anime backgrounds studios and see if they have info on their sites.
There aint much translated infomation out there. Though I did find this a while back.

You could also browse through Pixiv on backgrounds tutorials. There's pretty good stuff there if you know how to navigate through it all.

They do work from photographs, but only use them as reference. There won't ever be a filter that can reproduce this level of clean look on a photo. Believe me, they do draw them.
