Nah, it was really more about making everyone the emperor's subject instead of a dozen different legal categories. Mostly for military enlistment and fiscal uses.
The beginning of the fall was the coincidence of the military anarchy and century of pestilences.

Doesn't work in this case because Caracalla forced the peregrines (which at the time was more thracians and balkanics in general than germs) into the legion due to a lack of citizen manpower.
