One explanation can be that there's always been more of a surplus of food and resources in the south (and thus giving more room for corruption to not be as devastating and thus more acceptable) while in the north it's been a matter of organize or die.

The fact that a hostile environment foster cooperation shouldn't be surprising since everyone who didn't want to cooperate had a much higher chance to die. It's easier for Alberto to say fuck the police when he have fruit around him than it is for Pekkalainen who will freeze to death in 20 minutes.

Italy hasn't been good since unification once the south was added to the north they became a shit hole. The balkans keep destroying themselves so they can never have peace long enough to create a economy. Spains king is french and French monarchies aren't good even when the lack much power.
