Not necessarily. Especially when it comes to imperialism there was a lot of private interest involved from bourgeois entrepreneurs who sought to exploit other countries for personal gain. Not to mention that there is also ideology involved, Imperial mission, "civilising" others, etc. - up to a certain point I'm fairly certain that safety is a major reason, since if your neighbours are growing, you'll have to grow too.
