This is one of the biggest reasons. Black soldiers were excluded from the benefits of the GI Bill, which made it possible for the millions of returning veterans to get easily college education and home loans.
There was also a policy known as red-lining, where banks would systematically deny loans to 'high investment risk' (read: majority black) neighborhoods, which they often color-coded as red on city maps. This meant that many blacks were forced to rent rather than buy, decreasing the amount of assets they owned compared to white families and making them more susceptible to financial hardship.
The values of property blacks owned was also hurt, by white flight (middle- and upper-class whites moving to the suburbs means less tax money to develop the city) and blockbusting (realtors played up racial scares to encourage others to sell their houses cheap, thus hurting property values).
