The SED was the only party in the Warsaw Pact fully committed to communism aside from the CPSU, Poland, Hungary and Czechoslovakia didn't really want to but went along with it. A viable German Democratic Republic with a large and powerful area would have prevented Germans from fleeing to the west and would have been loyal to the Soviet Union, unlike Poland, Czechoslovakia, and Hungary. If Poland had instead been incorporated in the USSR as a Soviet Republic and East Germany remained a powerful state, the Eastern Bloc would have been much more powerful, much more viable, and less inclined to collapse.

Before WW2, every Austrian considered himself a German, with Austrian citizenship.
A similar thing could have been done - with for example, replacing the standard German with local dialects like Lower German in Lower Saxony.

That's because they formed the EU. If there was no EU, Germany and Austria would have definitely formed some confederation by now. They're basically one country in practice thanks to their shared language and German EU dominance.
