We simply left the system to fail by itself, Russia it is kind of a danger, but not that much, their only power is nukes, their country it is a shit hole.
China it is more relevant because of it´s place in global economy, and when their population get´s old and millions die of starvation or the economy falls their relevance will be lost.

We couldn't have justified a preemptive strike against Russia and I couldn't speak to how China got nukes so I wouldn't know whether attacking them preemptively would be good strategy or not.
