After losing their northern army, why didn't the French just call up more men to fight like the Russians did in 1941, instead of outright surrendering?

Because it's only 211 km from Sedan to Paris.

It's 1200km from Warsaw to Moscow.

After Sedan, it took the Germans 1 month to cover the 200 km from Sedan to Paris.

After June 22nd, it took the Germans 4 months to cover the 1200km from Warsaw to Moscow.

The French had one month to get their shit back together, call up more reserves, and organize them.

The Soviets had 4 months. Furthermore, the Soviets had ready units in the Far East that could be transferred, France didn't have the same kind of reserves available. The Italian Front couldn't be vacated.

The French didn't have the space to trade for time while they regrouped and caught their breath for round 2. The Russians did. Note that during the battle of France, more than half the German casualties occurred after Dunkirk, and the German offensive slowed down as operational attrition took its toll on the men and the equipment. If you give the French an extra 400km of operational space, maybe they could have regrouped and halted the Germans.

One more thing to note is that the Soviet Government was in a better shape than the French government. The Prime Minister of France resigned after his ministers rejected a political union with the British to continue the fight. This allowed Petain to form a government and surrender immediately. Instability in political leadership is lethal to a county's ability to continue fighting.

One final note, the will of the French people to fight was not galvanized by German atrocities as the Soviets. Had the Germans gone through the French countryside looting and raping and pillaging as they did though Ukraine and Russia, they would have faced much stiffer opposition from the French people. Pro-Armistice politicians would have been lynched.

They did conscript many reservists and second rate troops, but their morale and equipment was so shitty that it wouldn't have done any good.
Popular opinion for the war after the Ardennes breakthrough had reached an all time low, and the Army tried to deflect their shortcomings onto the other branches. On the home front, people who still had fresh memories of the first world war and the peace reforms of the 1920s believed that the Air Force and the BEF had stabbed the Army in the back and abandoned them to die. The government collapsed as casualties grew and the armistice was signed before the Army could be completely destroyed, but the damage was done and public support to open conflict was low.
