Why do so many monadic or seminomadic groups have some sort of representative/republican institution in their governments? The Germanics had their things, the Hungarians had their tradition of extensive aristocratic participation in government, and even the mongols decided their leaders via election by a council of elders. Is the lifestyle conducive to election?

I believe the confederacy vote thing was propagated by the Xiongnu confederacy. Once China fucked them, they fled westward and became the Huns. They probably carried over the confederacy/voting leadership thing.
The mongols inherited that from the Xianbei, who are the remnants of Xiongnu.
Before Xiongnu there wasn't a confederacy, atleast in recorded history. The whole Xiongu confederacy was created to fight the powerful Yeuzhi nomadic people who were raiding and enslaving other nomads.
But then again, the idea of confederacy could be a natural ruling disposition humans have formed independently.
