how so? i think youre referring to his famous "state of nature", which the second discourse admits as being a philosophical fiction. its a concept dating back to hobbes and is usually used to construct an idea of the state on purely natural means, thus giving it a secure foundation. by no means are you to take it literally, so pay attention mostly to what conclusions he derives from his investigstions into man's state of nature.

According to Hobbes, the state of nature was dreadful, even North Korea style dictatorship is better than to live in state of nature.
