Light hair and eyes are even more common is the maghreb, especially among tribes who didn't blacked themselves with slavery.
Tribes who had very little contact with outsiders.

When armies pass through an area, they tend to do a lot of raping and whoring. Likewise, when a region is annexed into one empire or another population displacement and transfers tend to occur. Cue tons of babies with different features from having a British, Russian, Italian, etc father, and with that a small sprinkling of people with random hair and eye color combinations that are otherwise rare. Because the Middle East is strategically located and has historically been a nexus of international trade and travel, you get even more diversity of ancestry.

Chances are dark hair and eyes are where the tendency leans towards and Arabs aren't the ones responsible for bringing those features to the ME. The Jews aren't some isolate group either.
The abnormal traits could come from all sorts of places or be a remnant of a period before the Afro-Asiatic expansion.

There's also been speculation over the possibility of a migration from Mesapotamia to the Caucasus. Caucasian languages and Sumerian are also both agglutinative and have similar noun class distinction. J and G are also prevalent in the Caucasus region.
