In most countries, political and administrative power tends to centralize into the hands of a single person as time goes on. Even in England, where the monarchs never were absolute, the House of Commons took it and concentrated it into the Prime Minister.
Why didn't Venice go through the same process? The Doges became weaker and weaker as time passed, yet no "power behind the throne" in the form of a single office emerged. How did they manage it?

only nobles could hold political office and most administrative and legal positions after the 1200s. there were no "non noble factions" after that except the "citizen" class of who filled the lower positions of the bureaucracy and a few other privileged positions. they were bought off with positions and the successful ones often married into the noble class, so they had no interest in revolting ever

You could argue that the council of ten was that office. They were basically a cabinet for the republic in its later period.

Then again I think you're misreading the situation. It's true that the doge became weaker, but in the end that meant that he went from being a pseudo-king to a prime minister-like figure. There was no need for a different chief executive role to emerge.

Is he? The commons and the departments always seemed very influential in policy-making to me, at least from the 18th onward.
