Poland was a lost cause by the time the Soviets made their invasion. All they'd accomplish by declaring war on the USSR is drive them to directly ally with the Germans, which would make an allied victory nearly impossible.

Because Churchill was not man of the hour yet. Had he been listened there would been no war in Europe and Anglo-Italo-Franco alliance would have crushed Germany and Bolsheviks would been kept at bay (again, had Churchill been listened, Brittons would have not left Russia before proper intervention and desruction of the Bolsheviks after their coup).

More seriously, they had no obligation to declare war on ussr because they had no binding agreements regarding that with poland/finland/other soviet victims. Sneaky angl*s knew there will be a chance to convince the soviets to join them later.
