And he deliberately concealed what he was doing, keeping both Germany and Russia in the dark until the last possible minute, which eliminated any chance of a diplomatic resolution. Once it became clear that Conrad was planning to utterly destroy Serbia, both Russia and Germany were forced to rapidly mobilize in response, which is how it became a world war.

You still haven't really offered any reason why Hotzendorf didn't start the war. You just think that Kaiser Wilhelm II made it worse, which he did, but he didn't conspire to start a war. Hotzendorf certainly did conspire to start a war, and unquestionably so. Any honest appraisal of the situation would be forced to concluded that Conrad von Hotzendorf deserves the largest portion of the blame, because he deliberately took actions to initiate the conflict.
