Britain has been a historically liberal country, similar to France. Even though Italy won WWI, their country was almost brand new, and still trying to find its identity.
Britain also won WWI. There was no 'humiliation' like Germany, where their empire was lost. Although Britain was becoming overshadowed by the US and Soviets, it was not on the brink of civil war, and was still considered as a superpower.
Mosely needed to distance himself from Italy and Germany and needed to create a uniquely British form of fascism in order to gain any true power.
