Rome had a huge reserve of manpower compared to other powers at the time, it is not surprising that they could raise new armies relatively fast.
What is interesting is that they refused to buy back their prisoners, which would have been less expensive. It really shows how the Romans were pissed and that destroying Carthage was a point of honor for them.

Not at that point. It first started with the marian reforms, and Caesar's daddy was the man who organized the first land donation.

What else should they do? Most of their losses through the three wars came from roman fuck ups rather than enemy action. Even fucking Hannibal was easily contained (tho not defeated) by Fabius and Marcellus. Even when Italy was threatened, they were still kicking arses in Spain and Greece, and Africa too.
Why would they just give up when they're never in danger of losing?
