because France wasn't punished as hard after the Napoleonic wars as Germany after WW1.
Also all of Europe was agreed for a new order in Europe at the congress of Vienna, which was pretty fair to all great powers, so none had a real reason for revenge. Also they could focus on their colonial empire and extremists didn't have as much of an influence on the country as they did in Weimar Germany.

Because the Americans and British stopped them from doing so. France pretended to still be a major power but it was weaker even than war-ravaged Britain was. It had been occupied for five years, De Gaulle had ridden into Paris on the coat tails of American soldiers and their authority was shattered. The French people knew that their punitive actions with Versailles had poisoned relations for decades and cold war realities and the creation of NATO and the EEC led to France quickly become accustomed to the new European order under U.S oversight, and subsequently with the growth of the EU to de facto German control.

1. a monarchy (and not a democratic government easily switched through elections like Weimar)
2. considered itself a victor of the Napoleonic Wars (French royalist were part of the coalition)

Because Germany and its population was cut in half between the USSR and the allied ; Which was literally what France wanted after WW1, and had Germany been balkanized then there would have been no WW2 and 50+ million dead.
