To what generation do people born in the early-mid 1980s belong? They seem like they're not quite gen X but not quite millennials either.

Literally the first generation of millennials growing up on mtv and Seinfeld.
80s kids grew up along side most of the technology that exists today. Now these little cock suckers are just born into it and as a result are horribly addicted. Sure I like my phone but I can actually put the fucking down for more then 7 seconds without having horrific withdrawals

Millennials were born 1980-1995, so they are millennials. This is the generation of people who crossed into the current millennium while still in their formative years. Nobody is exactly like the rest of their generation, generational categories inherently paint with a very broad brush.

Generations arent strictly year-bound.
The group of people who set the standard are the WWII vets. People who were military aged in that time are "the greatest generation". Their children are the "boomers", because after WWII, there was a boom in births. The boomers' children are gen X, their children, gen y/millenials, and their children are gen z.
Prior to WWII, you have the people who were too old for WWII and likely the greateat generations parents -- the interwar "forgotten generation", who saw the roaring 20s and the brunt of the depression.
This groups parents were the lost generation -- the military aged of WWI.
