Stalin thought that the alliance with Germany was benefiting both sides (which it was) and didn't want to squander it. He also knew the red army wasn't ready for war yet due to purges

He didn't want to attack. He wanted to keep supplying them because he thought it would be a WWI style stalemate. He wasn't actually expecting Hitler to reach Paris so fast.
