Normandy was given to Rollo after his men got defeated by the Franks in the Siege of Chartes
Normans didn't conquer Normandy, they were offered lands in exchange for vassalage because it benefited the French king (they accepted to defend the entrance of Seine river with their own men, which relieve the French king of constantly having to detach his own men there in an era when scattering your own troops all over a big territory was logistically pain in the ass)
